The bodies of Bartlomiej Kuczynski, 45, his 12-year-old daughter Jasmin, and her seven-year-old sister Downreuang were discovered in Costessey, Norwich. Ignored 999 Call and Police Review
Norfolk police have acknowledged that they failed to react to a 999 call made just before 6 am on the day of the incident. The call was made by Bartlomiej himself, who was inside the house at the time. Authorities only arrived at the scene after 7:15 am, prompted by another concerned member of the public who called to report the welfare of the family. The chief constable of Norfolk, Paul Sanford, has expressed his support for the investigation into their response, stating that he will not wait for its outcome before reviewing their working practices.
Previous Referral and Investigation
This is not the first instance where Norfolk police have referred themselves for review. They previously contacted the Independent Office of Police Conduct (IOPC) in connection with a missing person inquiry on December 14. Reports suggest that Mr. Kuczynski was the person reported missing on that occasion. The woman found deceased with the girls and their father has been identified as Kanticha Noon, 36, by her best friend. Kanticha had traveled from Thailand to visit her sister’s family when the tragedy occurred.
Tragedy and Conclusion
Post-mortem examinations on the two girls will be conducted on Wednesday. The police have stated that no other suspects are being sought in relation to the investigation. Floral tributes and toys have been left near the Costessey house in memory of the victims.
