Scott Bailey, the culprit in question, exposed himself to three women and even attempted to open one victim’s front door during his disturbing rampage.

Bailey’s reprehensible behavior began when he exposed himself to a teenage girl just outside her window. Only two days later, he targeted two more women, leaving a trail of fear in his wake. When confronted by one of his horrified victims, a mother-of-two, Bailey brazenly admitted, “I was not stealing anything, I was just being a perv.”

Bailey, who was awaiting trial for his previous offense, managed to avoid jail time but was handed a community order after pleading guilty to outraging public decency and three counts of exposure. His victims were left traumatized, their lives forever altered by the ordeal.

One brave victim shared a photo of Bailey outside her window, capturing the wide-eyed expression of the depraved individual after committing the lewd act. Even a year later, the woman still fears for her safety and that of her two young daughters, who also witnessed the incident. This disturbing event serves as a chilling reminder to keep windows and curtains closed, even in the sanctity of our own homes.

It is important to note that Bailey has a history of paranoid schizophrenia and psychosis, having recently been released from the hospital after being sectioned under the Mental Health Act. Due to the time he spent on remand, he managed to avoid jail time, but he was placed on the sex offenders register and ordered to participate in a 35-day sex offenders program as well as a 30-day rehabilitation activity requirement.

Judge Peter Gower KC, while delivering the sentence, highlighted the need to protect women from such behavior, emphasizing the lasting trauma experienced by Bailey’s victims. He questioned why women should live in fear and be unable to enjoy simple activities like running in the park or their own neighborhoods.
